Improve the options for providing bilingual TTX files

At present, there are only two options for providing bilingual TTX files and neither is optimal:
1. Converting Word files into TTX format prior to translation in Studio. The problem with this is that it disables the tag-free environment with real-time previews.
2. Continue working in the Word-Workbench environment, with Studio reserved for files originating in non-Word applications. Besides the planned phase-out of Workbench in 2010 that will eliminate this option, it also necessitates maintaining translation memories in duplicate—both in the legacy and Studio format—and performing regular export-import operations to keep the contents of TM pairs identical.
